They both are dead stationary objects.
There will be a map called Magatia.
At the end of 1 of the quests, you'll come to a boss map.
You'll see Juliet lying dead on the floor.
Wack Juliet till she wakes up.
She will transform into Franken Lloyd.
Kill Franken Lloyd, he will drop Romeo on the floor.
Wack Romeo till he wakes up.
He will transform into Angry Franken Lloyd.
Kill it and Romeo and Juliet will appear standing together as an NPC.
talk to them to complete the quest.
